4) Regarding speeding on an outer-belt....My one speeding ticket was doing 67 MPH on the Cincinnati outer-belt (this was 1983, when everything was 55 MPH). That stretch is now 65 MPH. I didn't think there were any outer-belts with speed limits exceeding 65 MPH. I guess if you're far enough away from any urban area, it could be. However, I don't think there's any parts of the Cincinnati outer-belt that's 70 MPH. And there are parts of the outer belt that's over 20 miles away from Downtown Cincinnati. As I previously mentioned, it's the longest outer-belt in the U.S.
295 around Richmond has been 70 mph since 2010... they could probably raise the limit on 295 there to 75 mph with no real risk (it is a beautiful piece of roadway without much traffic) but I think 80 mph in VA is wreckless driving, so I am guessing that would be a problem.
