Flower girls??

We are having a problem finding a flower girl. The youngest girl in either of our families is my cousin and DB's sister who are 12 now and going to be 14 or 15 by the time we get married! I was consider having them be junior bridesmaids because I want them to have some part, but I would have to pay for everything and just do not have the budget for dresses and gifts for them. And there is no way I could just have one and not the other. Plus that still leaves me with no flower girls. Any ideas?
 
When a friend of mine got married, she didn't have any little girls in the family, but she really wanted a flower girl. So, she had 2 of her aunts (who were in their late 40's) act as her flower 'girls'. Her aunts loved it!

She didn't have them wear anything specific. The aunts both choose dresses that were a little more formal than what they may have worn to the wedding had they not been a part of it. They also did the flower girl bit after the seating of the mothers, but before the rest of the bridal party processional, rather than right before the bride.
 
you could always have the do programs and guest book, or the isle runner if you are going to have an isle runner.
 
Jr Bridesmaids can sprinkle rose petals as well. We had flower wands for our Jr. Bridesmaids. You can also already have the petals sprinkled on the runner and use the wands.
