Flower and Garden Gift Cards

Do they charge for the wearable Flower and Garden wrist band gift cards?

Either way - will anyone be in EPCOT soon that could snag me one and mail it to me? I'd love to give it for a gift before our next trip.

The card itself is free but has to be activated with at least $15.

Does the shop Disney store/app sell these? Seems safer than ebay.
