florida resident passes

I have a couple of questions about the play 4 pass for Fla. residents. My brother owns property here in Fla. but lives part of the year in La. His driver's license (and his wife's) is La. I thought you could show an electric bill, etc. to get the Fla. pass but what would his wife do since the bill is in my brother's name? Also, does Disney typically offer the play 4 pass in February?
