Florida Rate Questions?

I had a couple of questions about Florida rates . If i'm not mistaken which I could be, can FLR be applied to existing reservations or is it like the military rates and can only be applied to new bookings. If it can be applied to existing reservations, how does that work with the penalties etc?

It can be applied to existing reservations, the FLR rates usually come out after the Paid in Full date so the cancellation penalties are based on that.
