Floral Trade off?

My daughter is having an Escape wedding. Her bouquet is included in the package. If she decides to have an outside vendor to provide her bouquet will they let us apply the amount they'd allow for a bride's bouquet to other floral like bridesmaid bouquets, corsages, etc.?

From my experience: I wanted to change my bouquet; the florist came back and said it was too many changes for one of the Escape packages so they quoted me a price for the bouquet I wanted and told me I was still entitled to the 1 bride's bouquet that I could use for my MOH, but the would not apply the cost to my bouquet or any other floral.
