Flight of Passage/Single Pass + too short toddler

In 2 weeks we’ll be in Animal Kingdom - we are 6 adults + a 9 yr. old + a 3 yr. old. The 3 yr. old is too short to ride FOP. If we buy 7 single passes for FOP - how does that work? Obviously an adult will have to wait outside w/ the 3 year old - can 6 of us ride & then the waiting adult can ride + 2 folks get rerides to go w/ the lone adult, or, should we just have a couple of adults wait outside w/ the toddler so when it’s their turn after group 1 is done they don’t have to ride alone?
I’ve not been w/ a too short child in a long time & have no clue how that’ll work.
 
I’d just have more than one adult wait with the toddler. That’s the easiest way to handle it since all riders have LLSP.

You could instead approach the CM at the entrance and ask about a rider swap, but since there are multiple adults and all riders will have LLSP I don’t know whether you'd be granted the “free” LL for someone to ride second time if only one adult waits with the toddler.

In that case, I'd approach the CM and ask. They might grant that request - nothing ventured, nothing gained!
 

You should definitely do rider swap. You will need to have both kids and the adult staying out with you. They will not need to scan the adult since you have lightning lane, but the child will have that second ride on their band. Enjoy!

One warning, its a pretty big time sink. It will probably take between an hour and 90 minutes to get in both rides. You should probably have something planned for the 3 year old
 
Can't half do the ride and with rider swap once the first half is done the second portion can go together with no second "free" ride. There are others waiting to go on it.
 
You can add a rider swap to the 9 year old. We would do this when my younger one was too short for test track, my older one would have a LL for time one and RS for time 2.
