Flag retreat at MK

Husband retired Navy. He said he would do the flag retreat. How hard is it to do this. I know it is who ever ask first. If you have reservations for any early breakfast in the park, would that give you an advantage? Would city hall be open? If you have done this, could you give us some tips. Thanks in advance.

I found good information on the Military Disney Tips website. We aren't military but after seeing the Flag Retreat 3 times on our last trip I was curious as to how Disney chose its participants. From the article it appears that it's no longer done through a first come, first serve sign-up process but rather a person is selected at random, and the article itself gives a good number of tips on how to be chosen.
