Fishing in Bay Lake

Can you fish off the banks anywhere in Bay Lake?

I don't think so. I think to fish in Bay Lake you have to do a fishing excursion. The only places my DS16 and DS14 have fished from the banks are Fort Wilderness and Old Key West.
