This will be my first trip back to the parks since 2019, and my husband's first trip ever! We are going to Universal for 4 days and then staying on property to go to the Halloween party for our last night. It will be my first time going to an after hours event.

What is our best plan of attack for the party? We want to hit as many rides as we can and the parade! Can/should we buy genie+ for the first few hours? What do people recommend for a schedule day of?

We are excited and don't want to feel like we missed anything major!

The HUGE reason most go to party is : Candy and character meet/greet. Meet and greets can be 90 minutes + wait time.

The line rides should be lower.
Due to family's, park will get less crowded the later it gets.
Watch the second parade.
Get to park at 4:00.

I highly recommend reading and following the official MNSSHP thread. A ton of great information on page one and lots of discussion there about strategies, etc.

If you are going to MNSSHP just for the rides and the parade, and don't care about the meet-and-greets, then it should be pretty easy to do most everything with minimal waits, especially if you can stay as late as possible. Most of the strategy/advice about MNSSHP is about hitting the meet-and-greets.
