I dont think the blurb was written by Mr. Hill himself; so its impossible to get a good feel for what it really is. Its also impossible to tell which version of the script RKORadioPictures is writing about. Like most major studio blockbusters, Pirates has been run through the food processor. And its impossible to even tell if this is really legitimate or not everything in the blurb has been published on the Internet for months.
Stringing together a whole bunch of kEwL action sequences might appeal to fifteen year old boys with an Internet account, but it doesnt make a good movie. Anyone who sat through xXx or The Fast and the Furious knows that. And the distinguishing feature of the most popular American action movies is a strong morale spine, not the lack of one which this guy claims is a benefit to Pirates. Like at mega-hits like Star Wars, Die Hard, The Lord of the Rings and Spider-man and youll find a clear message embedded in the story. Its the all action, all the time films lacking any kind of theme which tend to tank (whatever happened to all those Batman movies) or one that are simplistic and poorly handled (like the remake of Planet of the Apes).
On the budget, as I understand the buzz that the original cost at greenlight when Eisner gave the studio permission to make the movie the budget was around $90 million. That was before casting, before a rewrite of the screenplay, and before the usual Jerry Bruckheimer/Disney business practices. And when the picture was first started, it was intended to be a low cost, high return flick. Now its become the tent pole movie for Disneys entire summer release schedule (meaning this is the one where they expect to make the most money). Those kinds of films always balloon in cost because somehow louder, brighter and bigger is supposed to make a film more popular and safer to release then.
