5. Go to Small World Imports
6. Go to Spell Room
7. Go to Ned's and get gem
8. give a thumb's up
9. buy a fisherman's hat
10. Go to Frontierland Dock
11. Golden Horseshoe Mercantile is answer
12. Go to Fantasyland in the Sky and get gem
13. Go to Main Street
14. Inner-Space Shop is answer
15. Go to VMK Central
16. Small World Imports is answer
17. Dance
18. Go to Dungeon
19. wave
20. smile

THis happened a couple of weeks ago. I waited and waited in that room, pushing and shoving. An hour later no one was in there! When I was in there, Phinny came in and said "what is going on" and I answered "your quest" and she said "oops I forgot lol!" Just wait an hour is my advice!
