Festival Center Mimosa Bar

Anyone know if the mimosa bar in the festival center is open the whole time the festival center is open? Specifically, if the festival center opens at 9am, will the mimosa bar open then too? TIA

If it doesn't open at 9AM, it should open within the 1st hour. I know on a few mornings I saw people walking around with mimosas before 10 AM coming out of the festival center.
