Fee for same day ressie switching

I cancelled Flying Fish day-of in 2019, because our daughter just wasn't up to it at the end of the day. They were really kind; they waived the fee because I'd never cancelled a Disney restaurant within the 24 hours before.

In July I accidentally slept through a breakfast reservation at Trattoria Al Forno due to a very long flight delay the night before. Did not call, just went on with my life. However, I was not charged--which surprised me. I wonder if they are not enforcing the cancellation fee because they know the 2-3 hour phone wait times are unacceptable. Not that I would recommend being a no-show!
