FCC availability after DCL cancels

How soon after DCL cancels is FCC available for booking new cruise?

Our notice (email) was delivered on Jun 19 and the letter states "The credit will be automatically added to their account on Monday, June 22, 2020".

My cruise was cancelled April 10th and we booked the new cruise April 13th. I didn’t try any earlier because I had to call Costco, and I wanted to wait a while for things to quiet down.
