I haven't eaten at the Garden Grill since it was A Good Turn and back then it was mediocre at best. I might just give it a try given your recommends. As for San Angel, I LOVE the atmosphere but the food has always been ok for me. I think it suffers the same problem as Nine Dragons. They are both ok to good, but chances are you have a place back home with the same menu, better execution, and MUCH lower prices. Nine Dragons doesn't even have the benefit of a nice atmosphere, so it's the LAST place I'd choose at EPCOT. At San Angel, I'm definitely paying for the atmosphere... and sometimes it's worth it, especially on a hot day, it's such a relaxing and cool break.
By contrast, we don't have a French restaurant near home, so we LOVE Chef de France. We have Italian at home, but not nearly as good (and it's nearly as expensive) as Tutto Italia. But we do have a couple of Japaneese steakhouses (sorry Teppan), and shrimp boils (sorry Cape May). We don't have anything to compare to California Grill, Citricos, Narcoosies, Le Cellier, Yachtsman, Artist's Pointe, or even the Biergarten so those are what we gravitate toward.
