Say I get my three FastPasses at the Magic Kingdom and the last of which expires at 3:00 pm. Can I use the mobile app to get a FastPass at another park or only at MK?

you can only get more at a kiosk at the park you want fast pass for

Once you get one from the kiosk though you can modify it from your phone. HTH

No, you need to be in the new park and at a kiosk. That's the only way to get a 4th FP.
