FastPass+ Question with Room-only reservation + AP's

We have never used FP+/MDE with annual passes. Do I have to have my AP's in hand when I make my ADR's and FP+ times?

No, if you link your AP with your MDE account you will be able to make FP+ ressies

I guess what I am asking is, can I make my FP+ ressies before I purchase my AP's?

You cannot make a FP+ ressie without valid park admission, so the answer is no.

When you buy your APs you will get an authorization number. Just plug that number into MDE and it will then show you have APs and you can make your FPs. They are not activated yet, you will need to go to a guest services location to activate them, that can not be done at the resort. There is one outside each park and at DTD.
