The last time we were at the parks, they were not enforcing FP return times like I know they now do. I know that all tickets have to be activated for the day before they can be used to obtain a fastpass, but could I leave my mom & daughter in DL, and hop over to DCA with all 3 tickets to get RSR FP's? Or, do all 3 of us have to hop over together?

As long as your Mother and Daughter's tickets have been used to enter at least one park that day, you can use them to get FPs in the other park. So, yes, you can leave them in DL and hop over to DCA to get a RSR FPs. I did that in October and it worked fine (the group stayed in DL and I went over to DCA to get FPs for RSR and WoC).

Yes once the tickets have been used to enter either park they can be used to obtain FP in DL or DCA.

Thank you both for your replies. It'll take a bit of getting used to with arranging return times around dining reservations and show times, but looking so forward to it now!

I highly recommend downloading the official Disneyland App. They post current stand-by wait and FP return times; that can help you figure out whether it'll work to go get a FP at that point or not.

I do have the app and have been checking wait times occasionally throughout the day in anticipation of our trip. I'm just not sure if I'll have access to it while in the park, as it costs $50 to put a US data plan on my Canadian phone. Are there still signs around the parks that will show the wait times?

Oh yes, each attraction will have the wait time and FP return time listed. There are also information boards in both parks that list the wait times for key attractions.

You can also ask Otto, which is a phone number you can call. Perhaps that will work better with your phone plan? Voice is usually cheaper than data.
Here is a Disney Parks Blog about it:

Someday Disney will put in free wifi Resort-wide, I am hopeful. :teacher:

Park-wide wifi would be heaven. The voice plan is definitely cheaper and I'll likely have that anyway, so calling "Ask Otto" would probably be a good option - thanks for that. Does anywhere in either DL or DCA have free wifi? Our hotel will have it, so can check on things if we go back for a midday break, but otherwise, not super-helpful.

There is no consistent free wifi within the parks. Dis'ers have intermittently reported being able to access the free wifi from the Grand Californian Lobby from locations near the GCH in DCA, but that's about it. There is free wifi in the lobbies of the on-site hotels (usually) and (I think) the Starbucks in DTD offers free wifi.
