I don't understand really why they didn't enforce the times from the beginning. Not much point having them otherwise.
Now I have a different take on this. I don't see that it was ever a 'rule' to begin with. They were always very clear that you couldn't turn up even a minute before the time printed on the FastPass. There is always a bottleneck when it's busy with folk trying their luck and CM's don't bend on this at all. So if you turn up and get that message, then look at the time on the fastpass, most folk will automatically assume that it is a rule that you can't use it after the hour. BUT, as far as I was concerned, it was a perceived rule not an actual one as it does not say on there that you may not turn up late for your FastPass return time. Therefore in my opinion, if they don't have issue with it, neither do I.
Such a small percentage of people actually do this deliberately in any event that it makes little or no difference to the FastPass line at all.
