Fastpass+ availability question

I'm helping a friend with her itinerary and I haven't done this in a while. Did the fastpass+ system change again? For instance, she booked several shows and I want to change them. When I click on 'modify' it only gives me certain options instead of showing everything that's available. How do I find fastpass times for a particular attraction?

One possibility:
Epcot and DHS have "Tiers," so, if you have already booked a Tier 1 FP in those parks, if you try to book other FP's, no Tier 1 choices will appear.
