Fast Passes and evening EMH

Please help me to understand the use of Fast Passes during evening EMH.
This coming Monday, we're spending the day at Epcot, and then at 9:00 pm, we're going to park hop to MGM for the extended 3 hours. My family only wants to ride RRC and ToT. Now, I know it will probably be crowded, but I've heard that Fast Passes are issued at night. Is that correct? Also, do they start issuing new passes at 9:00 pm, or are they issued earlier in the day?

This can get complicated.

I'll just say that they MIGHT use FP during EMH.
But they might NOT (both have happened in the past.)

If they DO... the policy is usually to start OVER at the beginning of the EMH.

BUT, if they do have a FP line OPEN, the CM just MIGHT allow you to use a FP that you got and SAVED earlier in the day... MIGHT!

If they simply DON'T use FP during that particular EMH night, it doesn't MATTER if you have one from earlier in the day, there is no FP line to get into.

And you won't KNOW any of this until the EMH begins and/or you get to a specific FP attraction.

We were at MGM this past Monday night for EMH. They were issuing FP, the passes started at 9:45 so from 9 until 9:45 the FP lines were not open. The FP machines had been covered earlier in the day and after 9:00 they were opened up again and people with wristbands were aloud to get them.

Was there a line of people standing by waiting for the FP machines to get uncovered?
