fast pass without paying at US/IOA?

Up until now, I had heard that Universal parks only offer a paid fast pass system unless staying at a resort (which I'm not). I just read from a reliable guide book, that there is a free fast pass system for non-resort guests in addition to a paid fast pass?:confused:
This can't be true because why would anyone pay if there was a free system in place for non-resort guests?:confused: Please clarify.
 
I would have to say that statement is FALSE. But PLEASE anyone prove me wrong.

There are single rider lines on many attractions which allow you to get onto rides quicker... but I wouldnt consider this an "Express Pass"
 
There used to be free Express like Disney's but they have sinced removed them.

if it were true, the onsite hotels would not be filled up..........
