Can one hold two fast passes for the same ride before using the first?

Today at DCA, I grabbed a fast pass for RSR early in the morning. Before my return time but 2 hours after collecting first fast pass, I attempted to get another fast pass for RSR. I was unable to and the CM told me it was because I had not used my first RSR fast pass.

Is this true for all rides with fast passes?

Yes. The return time is when you can get a new FP for that particular ride. You can certainly still get FPs for other rides after the two hours have passed.

So let me make sure I understand completely.

The return time on the fast pass is the earliest you could get another fast pass for the same ride, not the two hour window?

The two hour window is for a different ride fast pass?

The fastpass ticket states "Another FASTPASS ticket will be available after 00:00am/pm" It does not state that it has to be for another ride. I would think if you pull a FP for RSR at park opening and then 2 hours later you should be able to pull another for later in the day - provided fast passes are still being distributed at that time. Of course if you pull a FP that early, chances are it's going to be up within 2 hours but I am sure there are people who hold 2 FPs for the same ride at the same time.

Correct. You can not hold two different fastpasses for the same ride at the same time.

Nowhere on their website or the actual fast pass ticket does it indicate this - it states a time you can pull another fast pass and makes no distinction to whether or not that is for the same attraction or another. They should make that clear on the fastpass itself or at the very least on their website - as technically they do not state you are not able to hold 2 fastpasses for the same attraction.

Is radiator springs the only ride that will not allow you to hold two at once?
You CAN hold two of them at once, but only if you got the first one very early and then draw the other one once your return window has started. So, if you draw a new one at the beginning of the return window and use the first one at the end of the return window, you are in fact holding two of them for a little less than an hour. If I understand it correctly, this policy is enforced for all rides, but sincethe wait for the return time on other rides is frequently less than two hours, it doesn't come up that often. I was very disappointed to find out about this policy (which might not be found in writing, but ultimately it's the judgment of the cast member that counts...), when I tried to get a second RSR fastpass for a night ride before the first one had become active. Of course, by the time the window started they were all gone.

I have never tried to draw another fastpass before the return window at one of the machines that are not attended by cast members as RSR is, so I'm not sure if the machine/system would use a different interpretation. It would probably be interesting to find out.

Our experience was in August of last year.

The two hour window is for a different ride fast pass?

Correct. The machines do not know if you've USED your FP, but they do know when it is for.

Technically you can hold two for the same ride, if you get a new FP after your current time. EX Get FP at 9Am for RSR, Return time 2PM. At 11AM you get a FP for TOT for 3PM because it's been two hours. Then at 2PM you can get another FP for RSR (if any are available) because your return time is up and it's been more than two hours since you pulled your last one. It is hard to get two for RSR because they just don't last very long.

We did the same thing as you one trip. We thought because it had been two hours we could get another one. But we couldn't because our FP time hadn't passed. We got a FP for something else instead.

Clearly people must not try to do this too often, in fact until RSR came along I don't think fast passes themselves used to have a line longer than some attractions!

The trick to getting two fast passes for RSR is to make sure you pick up your first fastpass as early in the day as possible.

In July, 2015, I experienced the following sequence of events (all times approximate):

(1) at 8AM, I picked up RSR fastpasses with a start window of 10:30AM

(2) at 10AM, I tried to get additional fastpasses for RSR (for a return time of 6PM), but couldn't because my first fastpass wasn't valid yet

(3) I returned at 10:30AM, and received fastpasses with a return time of around 9PM

***********

I think the demand for RSR fastpasses has declined sufficiently that it should be possible to receive two fastpasses on most days, so long as the start time for the first fastpass is no later than mid morning.
