fast pass options and rider switch

We are traveling as a group of 11. We have a 1 year old and 3 year old. Is it true that you can double your fast passes by using rider switch?
Also- which rides would you book fast passes. Our kids will not do roller coasters or scary stuff. We MIGHT try space mountain this year, but years past- they are terrified.
Other kids are 7,7,9.

Some rides will allow it, others like Flight of Passage and 7 dwarfs, will check that everyone has a fast pass before issuing a rider swap pass.
