Fast pass and height requirement

My daughter is 39 inches, small for her age.
My FP booking window opens in a month.
Do I book FP for her in hope she will grow, so at least I will have them and if she’s is not tall enough just end up doing child swap?

I wish that I did this when I booked our fast passes. My DD was around 37” in June. Didn’t think that she would make it to 40” by August. Planned on doing rider switch for some rides. Well she had a growth spurt and is around 40”. Now trying to find fp to match up so we all can ride together. Better safe than sorry.

About 39” w/out shoes. Need to measure with shoes. But she doesn’t want to wear sneakers in the summer. Hard to measure
