Is there a reserved area for handicap seating to watch Fantasmic? If so, where is it? If possible, please try to be as specific as possible, its been 5 years since I've been to Disneyland.

I will be traveling with my mother who will have an ECV and I'm trying to decide if we should try for the Dessert seating to guarantee a space (she won't be willing/able to sit and wait for hours beforehand) or if there is decent viewing in a handicap area.

Also, if there is a handicap area, is there regular viewing around it so that my children and I can be close to her?

There is a special area for handicapped viewing. It is on the side of the river closer to Big Thunder. You still need to get there early, but only handicapped people and their families are allowed to sit there.
