Is it worth it to FP+ Fantasmic if you will have someone in an ecv/wheelchair? That seating is always at the top, correct?

The wheelchair spaces are across the entire top row of the theater. That row includes empty spaces for parking an ECV/wheelchair separated by companion seats (one for each wheelchair space). The rest of your party can sit in the 2 handicapped rows in front of that last row.

It is set up like that thru the whole top of the theater, so there is handicapped seating whether you enter thru the Standby line or Fastpass.
There are also a few wheelchair spots tight in the very front, but you will get wet there.

The advantage of using Fastpass Plus is that you will have a less crowded space getting into the theater.

It's because Disney had to do something with Dining to make it better than Fp+. When they tested Fp+ in the center sections, Fant Dining Packages were canceled.

Now, Dining is premium seating, Fp+ having a large section reserved is good and standby is okay if you want to get to the amphitheater 60 minutes before showtime. And, Diners still have a good reason to choose the Dining Package.

Yes, that makes perfect sense now. They would have lost money if it wasn't worth it.
