You are spot on - I think WDW try and fill up the earlier (less popular?) seating times first. From what I've gathered from these boards, they release later time slots nearer to the time.

I got a 4:20 seating for H&V - from memory the parade was at 5:30 so I thought we could have our meal and then see the parade - I like the time - sort of like a late lunch, early dinner - I don't like to waste too much theme park time eating!
