Yes, you have to specifically reserve the Fantasmic! Dining Package. Just having an ADR at Mama Melrose, H&V, or HBD won't get you the package.

I'm assuming if the times aren't showing they aren't available? Most restaurants don't have any times after 6. We are going in July.

The F! Dining Package has restricted hours of available. It's only good for the first showing of F!, so they want to make sure the guests have plenty of time to dine and then get to the theater. From my experience and what others have reported, it's pretty uncommon to find F! package ADR time after 6:00 pm, so that's probably about the cutoff time. So, if you want to do the F! package, you have to eat on the early side.
