Fall trip what to choose out of mods?

We are going this fall and it will probably be our last WDW trip until the 50th in a couple years.:( We are booked for October at POFQ but if free dining comes out we may move up a week to end of September. I know POFQ is never included in free dining so we will have to move resorts. We are looking at POP or a mod. since both will have the upgrade price for the dining Pop would be the better deal but I think that may be hard to get. So out of the mods we like POR best but we have allergies. I know I can request a deep clean but how bad are the dogs in the lobby area? :dogdance: I mean 1 or 2 dogs I can avoid going near but if there are like say 5 dogs in an enclosed area my asthma will become a problem. Are there a bunch of dogs at the bus stop areas? Any first hand information would be appreciated.:thanks: CBR has major construction where I read the food court is closed, does anyone know if the food court will be back by Sept? Then that leaves us with CSR which I heard has construction as well so does anyone know if that will impact the food or pool area there? :confused3 I know a lot of questions just trying to figure things out so to speak. Thank you.

The new CBR food court, Spyglass Grill, reopened last week. Free dining for the moderates last year was changed from the full dining plan to just quick service restaurants.

Availability for free dining was extremely limited last year. Even Port Orleans Riverside was blacked out for dates in November and December
 
I haven't stayed at POR since they started allowing dogs but there has always been service dogs allowed at all the resorts so chances are you have stayed in a room where a pet might have been anyway. We stayed at CSR the week before Christmas and the construction was not an issue at all for us. The food was not impacted at all nor was the pool. You could see the cranes but otherwise, it really was not intrusive at all.
 
We just stayed at POP at the end of January. We we went to the food court and got in line for some turkey and mashed potatoes. The couple in front of us had a dog sticking out of their bag they were carrying. :scared:

So, they aren't just in the lobby and bus stops.
 

I was at POR in December and didn't see a dog anywhere, although granted that was a short trip. I haven't stayed at CSR since 2014 but really liked it. I'm unsure of CBR; have our summer trip booked there so I guess I'll find out. It just seems really large and spread out.
