There really isn't one, not in the sense that the GF is considered the flagship of the non-DVC resorts.
There aren't tiers within DVC, as there among the regular resorts (value, moderate, deluxe), so there's no resort that's 'better' than the others.
I'm going to move this over to the DVC-Mouscellaneous board; you're really better off asking DVC-specific questions on one of the DVC boards. You'll find the folks who really know the ins and outs of DVC there.
The main reason BLT is expensive is because it's points are based on 2009 prices. OKW points, when selling by DVC, were priced in 1992 dollars.Well i mean ammentie's wise like.... Why is it better than most deluxe resorts? Few have ever considered the Contemporary to be the best deluxe resort.
In my opinion, although it's my least favorite of the DVC resorts, if you had to pick a flagship it would be Boardwalk Villas.

To date DVC hasn't used an increase in points as a method to raise the costs. They have accounted for the difference in value of a dollar by increasing the costs of each point to sell. Saratoga. It has the main office, the sample viewing areas for rooms, and the Golf Course.
Would you take a potential customer somewhere that WASN"T your best resort?
Of course, I also like the other resorts (specially Hilton Head), but, SSR is where they sell DVC.
