You can pick them up at almost any retail location at Epcot. Also, each of the international marketplace kiosks around world showcase will have them.

Even better....download the free app called "WDW Food&Wine" Epcot Food Festival Passport to your phone.

I've used it for both F&W and F&G. You can sort your favorites, what you would like to try, ratings, filters, and there's a map for locations of booths, and "stamps" for the booths you've tried. Once prices come out, they will add it to the app and you can budget.
