Has there been any talk of starting allergy shots? Also Claritin etc. has to be taken everyday during high season- or whatever you are allergic to is blooming-to be most effective. He also should shower frequently and put on clean clothes. Also everyone should take their shoes off at the door to keep allergens out of the house if possible.
Again - the doctors I've dealt with rarely recommend Claritin initially unless Xyrtec or Allegra aren't tolerated well. I've heard it can be effective, but the 10 mg dose just doesn't seem to last even though it's marketed as "24 hours". I've heard that some doctors recommend higher doses because it's actually pretty safe. It's so cheap though. I've seen the generic version at Costco with something like a 250 count bottle for $12.
Of course there are some who feel upping the dose probably isn't effective.

Is there any risk of opportunistic diseases when taking Loratadine 30 mg/day regularly? I take 20 mg in morning, and 10 mg in evening when coughing.

Not helpful
Higher doses of loratadine are probably not helpful. Cetirizine and fexofenadine are SIGNIFICANTLY stronger antihistamines than loratadine. See an ENT allergist or other allergist to talk about other medications, such as steroid nasal sprays and leukotriene inhibitors, allergy drops or shots. Cough with allergy is likely asthma, and an inhaler would be more helpful.
