I tried to google this, but couldn't find the answer. What time do you have to be in the park to participate in extra magic hours? Can you go at or after the park closes to non-resort guests?

You can go anytime, as long as you have a valid park ticket.

Actually, for evening EMH, the parks don't close to guests who aren't staying on property. They can stay in the parks and shop and eat (or just walk around); they just can't get on rides.

Thanks. I was actually wondering the same thing. So during evening EMH they scan your magic band at the rides to make sure you are staying onsite?
 
If you are staying at a resort that does not participate in EMH, but you are already in the park when EMH begins you can stay in the park to shop, eat and people watch. If your resort doesn't participate and you are not in the park you cannot enter the park once EMH begins because you no longer have a valid park ticket for that day.
