if a disney hotel resident is outside the parks and wants to access the parks during the extended hours, can he do that?

Do you mean if you choose not to spend a day in the parks (but for example in Paris instead) can you go into the parks later during evening EMH?

If this is what you mean I think if you enter the park at all it will class as using your ticket for a day so if you only have eg a 4 day pass you can only enter the park for 4 days whether this be for 4 full days or part days.

If you have an annual pass or that day will be classed as one of your days anyhow I cant see theres a problem as long as you are staying on site, in the other hotle which offers EMH or a dream pass holder

Hope this makes sense and if anyone thinks different please let us know
 
i would think so, when i was there 14th-16th may, we had the EMH on the first day, we had to collect wristbands from the park entrance this was from
5pm, we did have to show our pass to get it.

I can't see that there would be a problem entering once evening EMH have started either. I would have thought you would just have to show your Disney hotel ID or your Dream annual pass to gain entrance and they will then issue you with a wristband so you can do the rides.
