You get unlimited Express access if you stay onsite but you would have to purchase the Express Pluss passes if you don't. The purchased EP is only good for one Express access per pass per attraction.

Yes...plus the onsite hotels are as nice as anything you would find at Disney w/o having to spend lots of time getting back and forth between the parks and the hotels. I haven't stayed onsite since I live up the road but there are plenty of people on this board who will give you excellent advice on the hotels.
