Express Pass?

OK, this sounds crazy to me, but my DH says a guy he works with just got back from WDW and told him about something called Express Pass, which is different than FastPass (he knew about FastPass, too). According to this guy, you can get an Express Pass and go thru the FastPass line every time - it never expires and you can use it as often as you want. He says he used it at RnR at MGM. Insists it was NOT at Universal. Does anyone know anything about this?!? :confused3
 

Disney was supposed to be strongly considering this program but it isn't implemented yet
 
Universal style "Express passes" do exist at Disney but are not called that. They are given to Make A Wish guests, and apparently have occasionally been given to guests to whom Disney did a giant faux pas. Perhaps the person you are referring to was given one "under the table".

There are also "one time" "fast passes" good at any time on any ride, sometimes given out if you were waiting for one ride and it breaks down just as you get close to the boarding area and everyone is turned away.
