Express Pass in late January

We are planning a trip to Universal Orlando starting Jan. 22. Unfortunately have a large family and cannot afford 2 onsite rooms. Will we be totally doomed by not staying onsite and getting FOTL? Should we buy express passes or stay at a partner hotel where we can get into WWOHP early? We need to keep this as low budget as possible. Any advice would be helpful.

Don't stress it. Unless I'm missing something, you should have the parks to yourselves around that time.

You should be fine during that time of year. However...if you arrive and the lines are too long for your tastes, you can always purchase the EP at the park but I wouldn't recommend buying ahead of time.

Late January is one of the slowest times of the year. Go on a Sunday or mid-week (Tues/Wed/Thurs) and you'll notice the lines will be very short. One of the water rides will probably be closed at that time for annual rehab, but since it's "cold" the ones that are open will have no more than a 10 min wait.
