Expedia vs CRO

I called Expedia after having trouble booking a room on their site the other day. The lady told me that Disney doesn't give them discounted rooms unless it is a package and that is why my room only request could not be processed. I thought that ridiculous since the way I got to pick that hotel was to go the Hotel only part of the site. She was nice enough to try for me but still got the same answer as me. I didn't trust her so I called back and was given the same explanation. If I had wanted air also then I could have gotten the room. This is the first I have heard of this. Has anyone else just booked a WDW resort only with no package before?
 
We booked thru Expedia in August for PO in Oct and got the $85 room rate. We would like to have just booked the room only, but had to include the Ultimate Hopper passes to get the rate. This may have been what they meant by having to book a "package" to give you the discounted room.

We did not need to book air either but we did book car rental thru them too. Hotel + car probably constitutes a package though.

I would not use epedia either. I booked a DIsney Cruise with them and the next day - since Costco's price was $250 less - I cancelled it. I knew there would be a $25 cancellation fee but yesterday my credit card came and there was an addtional $15 on it. I called and this was the "processing fee". SO $40 for a 24 hour reservation! I will never use them again. I think any of their "deals" are the same you'd get thru CRO with discount codes. I just think it is extremely bad business practice to charge those sorts of fees for cancellations that other places do not charge.
