Every ride/attraction at Disneyland in 7-hours?

Here is my advice in order (remember to collect Fastpasses):
#1 Get to the park early. At least 15 minutes before opening
#2 Park opens, get a Fastpass (FP for Star Tours)
#3 Ride every Fantasyland ride starting with Peter Pan, but skipping Carousel and Storybookland. Save Matterhorn for last (remember Single Rider). You should be done with Fantasyland within 40 minutes
#4 Get FP for Space Mountain
#5 Head to Toontown and see everything there starting with Mickeys House then Chip n Dale, close with Cartoon Spin then Its a Small World, should take you close to an hour
#6 Get FP for Splash Mountain, ride Mansion and Pirates, Get FP for Indy
Lunch time
#7 Get FP for Big Thunder, Use FP for Splash Mtn, ride Winnie the Pooh, take raft to Tom Sawyer and explore, Use FP for Big Thunder, have some fun at the Shooting Gallery. Grab a FP for any ride you might want to ride twice
#8 Grab a Dole Whip, watch Enchanted Tiki Room, ride Jungle Cruise, explore Tarzans Treehouse, Use FP for Indy
#9 Use FP for Star Tours, watch Captain EO, use FP for Space Mountain
#10 Ride Buzzlightyear, Nemo Submarines, or any rides you may have missed.

This plan will make the most out of your day. The main thing is to start EARLY and know how Fastpass works at Disneyland.
 
I'm not really understanding why he has to be done at 3? The Halloween party shouldn't start until at least 6, so he has all that time as well... Admittedly it will be busier at that time, but that's still a great extra chunk of time!

That is a great point. When he asked the question he asked in 7 hours, but I just checked and it is 10-hours. Thanks for the heads-up.
