My flight is due to get into MCO at 715pm. I know that Disney handles bags that come into MCO before 10pm. I also have heard that if Disney delivers your bag late enough they will hold it at the desk but I don't know how late that is. I would really prefer to not have to get my own bags as there will be quite a few. We aren't going to a park that night just going to AOA but we are going to be starving and want to explore the hotel. Do you think there is a chance our bags will get to our hotel early enough that they will come to our room? I don't know when the cutoff is where they still come to your room.

They will come to your room whatever time they get to the hotel unless you ask to have them held until morning. With a flight arriving at 7:15, I think you could expect to have your bags show up between 10 and 11. You don't need to be in your room when they arrive so you are free to do whatever you want.
 
I will warn you that it can really be hit or miss. Earlier in December my inlaws landed at MCO at 6 and didn't receive their bags at BLT until midnight. And that was after a lot of calls.

Pack and grab/bring one bag that you need that night, just in case.
 

Your bags should be delivered 3 hours after you check in, not 3 hours from when you land. So if you land at 7:15, but for some reason don't check in until nine or so, you could be looking at bags coming in midnight-ish, unless you ask for them to hold the bags until morning.

Exactly. When you land doesn't factor. When you check in does.

And during busy times of the year Disney will extend their delivery window to 4 hours.

You should do the bolded anytime you're flying, DME or no DME.

And yet another variable......the value resorts frequently stop luggage service after 10! If they are delivering luggage, it can be very sporadic....at best. You might be better off not tagging your bags and getting them yourself when you get to MCO. Going to baggage claim and getting the bags will add, maybe, 15 mins to your overall time. You can then bring them to the bus with you and they will be stowed beneath the bus and hand them to you when you get to the resort. You should tip the driver a dollar a bag though.
At least you'll have your bags with you and be able to get settled in after you eat.

In November @ Pop, we had to get a manager to release an ECV that had been delivered to the bell stand. It took awhile. I wouldn't recommend that approach.
