Evening emh wrist bands, how do they work?

I've read that wrist bands are given out 2hrs before scheduled closing at designated areas around that park, a few questions?
Are there only limited supplies?
Can you get them much closer to park closing time, or just right at that 2hr window mark?
For Epcot, it seems like future world is listing closing time at 9pm rather than the earlier 6pm they used to do, does that mean we can get the wrist bands any time after 7pm?
I'm trying to time a ps at La Celliar before illuminations, do I have to schedule it around being available at exactly the distribution time for the bands?

You can get them even after the EMH starts, I think they keep the stands up pretty late. You just show them your resort ID and they will put it on you.
