Fractionals are a different timeshare animal. They have a very small number of owners--often just four owners per unit. The developer will be seeking hundreds-of-thousands of dollars per owner to buy-in.
 

Since the parcel is being de-annexed from WDW/Disney property, and will be in "county" area, it is doubtful there will be a DVC development located there.

Disney would have the property de-annexed from both the Reedy Creek Improvement District -- the independent government district created in 1967 to provide countylike services to Disney World -- and from Lake Buena Vista and Bay Lake, the two cities created back then to provide city services to most of Disney World.

AFAIK, it's all part of the Four Seasons deal. From Four Seasons' website:

I'm sure Disney is involved in the design and construction of the facilities--they have the resources to do it and those functional alone will allow them to earn a tidy profit. But my understanding is that everything happening in the Eagle Pines area falls under the deal with Four Seasons.
