EVC/Wheelchair replacement locations?

What is a replacement location??? Parent may need ECV/WC, so we are researching our options. What does Disney mean by replacement locations?
Example:
Magic Kingdom......
"Wheelchair and Stroller shop located to the right of the turnstiles upon entering the park

Replacement Locations:

-Tomorrowland Arcade Tinker Bell's

-Treasure in Fantasyland

- Frontier Trading Post in Frontierland "

I'm wondering if that has more to do with strollers. There have been posts on other DIS boards about people who "lose" their strollers...basically because someone else accidentally walks off with it, thinking it's theirs. I think it means you can get a replacement stroller at those places.
