I don't think it means a literal portal, I think it's just referencing that the toontown characters are supposed to be visiting this month.

My guess is that they are going to turn some of the arcade things that they placed everywhere inito "portals" to log in to their pay to play games. I was wondering why they put the silly arcade game shortcuts in almost every room, and I think I now have my answer.

Portals to Toontown online and POTC online. Both pay to play.

ETA: I need to slap myself for sounding negative again. I will snap out of this guys, I promise.

Since POTC and Toontown are Pay-to-Play, perhaps the "portals" will be a way for VMK players to get a free preview (e.g., play for three days without paying) and the arcades are the way to get to the free time trial.

These are the games where they make their money so the more players the better.
