Absolutely correct. I have no idea how to read it, but I do know that it is a sundial.

In regards to the sundail, yes it is a sundail but it is also more than that, it is what is known in England as a cross. We have many of those structures in the market towns and villages near where I live (in fact one is mentioned in a nursery rhyme, Banbury Cross.) The crosses were built in market towns and villages in the 13th century, people would climb the steps to make proclimations, gather around them to trade goods etc. Many were destroyed in the English civil war towards the end of the 16th century, but a lot are still there today.
