I believe the only restaurant you can actually see illumations from is Rose and Crown in England. They have a back patio and you can move out there (if you aren't already seated there) when Illuminations starts. There are no packages (I assume you mean something like Fantasmic?). I don't believe you can reenter R&C once you have left (like you can with Ca Grill for wishes) so you would need to make your ressies so you are there during Illuminations. I'd guess aroun 7:30 should keep you there with no problem.
If you don't do Rose and Crown, you can stake out a spot anywhere around the world showcase lake. Depending on the season, around 1/2 hour early should get you a good spot. JJ
