Busy.

Unfortunately, since Epcot currently has so few "headliner" attractions, nearly everyone who attends EMH will make Test Track a prime destination.

Even when Soarin' was open, both attractions still saw long waits, because the only other things open are the countries. Ellens Energy adventure is usually closed for EMH, and most people will have already completed the B/C ticket attractions during the day anyway.
