Are most of the counter service restaurants open now?

A lot are. To get the most accurate info, you can go to the map in the app, select Dining from the drop down at the top, filter to Epcot and click Show List. The open restaurants are at the top of the list in alphabetical order, then the closed ones are listed in alphabetical with a red Closed message.
